Dr. James Bailey

Meet Dr. James Bailey, a seasoned refractive surgeon who was inspired to help others after going through his own struggles with poor vision and the limitations of eyewear. He provides advanced vision correction procedures, including LASIK, PRK, EVO ICL™ (Implantable Collamer Lens), and refractive lens exchange (RLE).
Despite years of wearing contact lenses, Dr. Bailey faced the challenges of dry eyes and discomfort while participating in one of his favorite activities: biking. After undergoing laser refractive surgery, he now enjoys clear vision and the simple joy of waking up to a world in focus. Dr. Bailey’s personal experience motivates him to provide reliable solutions for his patients, so they too can experience the freedom of clear vision.
Education & Experience
Dr. Bailey graduated from the Quillen College of Medicine in Johnson City, Tennessee. He completed his internship at Tripler Army Medical Center in Honolulu, Hawaii, and his Ophthalmology Residency training at Madigan Army Medical Center in Tacoma, Washington. After completing his residency, he completed a Cornea and Refractive Surgery fellowship at the University of California San Diego.
Dr. Bailey has extensive refractive surgery experience across all refractive procedures currently available in the U.S., including LASIK, PRK, SMILE, Implantable Collamer lenses (ICL), and refractive lens exchange (RLE). He is certified and has performed surgeries on numerous LASER platforms from Zeiss, Alcon, and Johnson and Johnson. He is also certified as a clinical instructor for the Alcon EX 500 excimer LASER.
Dr. Bailey is a Major in the U.S. Army and is the Chief of Refractive Surgery at Madigan Army Center. He plays a crucial role in the military refractive surgery program at the national level and has contributed to policymaking and ensuring that LASIK is accessible to active-duty service members. In addition to his professional duties, Dr. Bailey has a passion for teaching and serves as a clinical instructor at Madigan Army Medical Center, where he trains residents from both Madigan and the University of Washington.

Outside the Office
Originally from Tennessee, Dr. Bailey now lives in Washington with his wife, Ruth, and his daughters, August and Eleanor. He enjoys mountain biking, hiking, and camping with his family.
